There is some rust on the bottom base please see pictures. It is surface rust. It is not go all the way through.
This is original color and made very well

The ruler measures from 7 to 28 inches.

The user then rotates, and the marker sprays chalk to indicate the hemline.
It was popular in the 1950s and 1960s.
